If it looks like it's going to be a long term issue (rather than something that might go away with treatment or by just leaving it alone), I would get it removed and get him neutered at the same time. Then ask for the sample to go for pathology to find out what it actually is.
I would agree that there's not much point in another FNA. If it's getting bigger, it needs sorting anyway, plus he needs neutering before you look for a companion. Neutering won't be covered by insurance.
If you are getting a referral (rather than just going to a second vet of your own accord), the notes should go across to the specialist so they have all the relevant information to date. They may want to see him or repeat some things before any decison is made on the agreed way forward. You could always ask for a phone / video consutation to discuss it if you want to avoid another long trip.
