Change in pee habit

Cookie has been like this for a while. Normally he doesn't really pee outside at all. I bought a soft dog blanket/rug inside his pet park so his feet would be soft. I bought it 1 month ago. And since I got this, first once a week Cookie started peeing out of the trash box. It's been doing it once a day for the last 3 days. I don't know if this is a health issue or because the rug is soft.
 
Yeah, I don't think there's a way you can prevent them from peeing on soft things if that's what they do. It's just a matter of getting several blankets and washing them when he pees on them. :)

Ah Cookie, he acts like she doesn't have a toilet to pee on. :?
