Should fresh herbs and forage be limited the same as veggies? I take it herbs and forage should be given instead of veggies?

Foraged grass can replace or be fed alongside hay, so they can have as much as they like. Other foraged plants would be equivalent to the veggie portion, although that should be more limited than hay, foraged plants are generally lower calorie than some human veggies and they can still eat a fair amount. You can also balance it with the pellet ration, so feed less dry food and make it up with forage.

Fresh herbs and forage are an alternative/combine with fresh veggies.

Grass can be fed instead of, or alongside hay, but for some bunnies too much grass will give them sticky bottoms - too rich for them. You have to experiment and see what suits.

There is no 'should' about giving forage or veggies, but a selection will provide a mix of nutrients
