Sounds like your bunny isn't too happy I think it really is the space - watching my rabbit run around the living room like crazy every day, I can tell how much they like their freedom to hop around a bit. Even if you can't attach a permanent run to the hutch, wouldn't it be possible to have something that you can put up for a few hours a day, then take it down when it's time for him to go back into the hutch? That wouldn't take up any space and I'm sure it would make your bunny much happier! It's recommended to give rabbits at least 2 hours to run around every day.

You could set them up just outside the hutch in the afternoon, as he'll probably spend most of the day time snoozing anyway.
You could show your mum this leaflet, which even says that you're required BY LAW to provide a suitable environment for your rabbit!
