Yeh, pellets is a good idea. Also, if you can, put a warm snugglesafe in with him.

I would say maybe take the carefresh out just to eliminate that risk. You could go right back to basics with some newspaper and then fleecey blankets on top and lots of hay. If you feel he is maybe eating the shavings then that might be worth a try.
ETA- also maybe trying warming the water a bit so its at a better temperature for him. And you can try maybe cooled, boiled water too.

It's good he's had a drink from the bowl That's brilliant.
When Autumn first came he used to sleep flat on his side, but he was in a bad way and he was basically recharging his batteries to make himself ok. Maybe he is doing that, especially if he has been on alert for some reason, or maybe too cold to sleep. If in doubt though get him checked (I know you would, but couldn't not say it).

He will only be doing little wees at the moment and it might be the wee helps him stay safe so it would be ok to leave it a bit before changing it.
He is also very young for litter training, and if he gets the hang of it he will inevtiably lose it with the arrival of hormones, so I would say, all in its own time.
