Should be old enough to neuter especially if his little bits have dropped! Also a good idea to neuter or spay when younger like this to prevent from developing bad bun behavior!!!
I would leave it for 4 weeks minimum, but preferably 6 weeks. I have first had experience of a castrated Buck impregnating a Doe more than 4 weeks after he'd had his op. Granted it's rare, but it certainly can happen !
