bonding - male digging on females back and pulling at fur

The female just sits there or tries to get away but the male just keeps digging with his front paws on her back and really pulls at her fur. Im not sure if this is a good or bad sign. It is not humping as he has tried that as

Shouting doesnt work. They have been together since around 10.30am. They had a period midday when they ignored each other and he did groom her but they are now back to digging on her back again.

How long is it since they were neutered?
Are you using a neutral area?

What size of area are they in? I had to put my buns in a 600 x 600mm square pen.
