Lice - where do they come from?

If lice cannot live for very long when they are away from the host how does the host get them in the first place?
 
My theory is that most buns carry a small number of lice, and they only become noticable when there is a big infestation (like with mites). Big infestations often accompany other health issues, especially problems which affect the bun's ability to groom itself (i.e. mobility or dental problems).
 
We are currently fighting and outbreak here, and mine got them from some visiting bunnies I had, and what I cleaned their accommodation with was apparently not sufficient to get rid of the lice (or possibly their eggs).

I think they can also get it from hay and such because the eggs can take roughly 2 weeks to hatch, so if a licey wildie sits on the hay and then you buy it and give it to your buns, the eggs can hatch out in their hutch/cage/area.
