Is this mites?

Not the best picture, Clementine has very dense rex fur but there's like white bits, wondering if we need to go to the vets

Have you got a comb for head lice? You can use that and then put the bits you pick up on some tissue. Then zoom in on your phone. You just need to see whether anything has legs!

If it's visible mites, it will be from the hay.

Looks like it could be mites. They are easy to treat, but I would suggest looking at the cause of the issue - dental, arthritis, or an other health issue. Mites are always around, but only become an issue when the rabbit isn't grooming properly and they then become noticeable.
