The general opinion re-rabbit welfare is that rabbits should always be kept in at least a pair, especially if they are not house rabbits, as they are such social animals and are generally much happier with a companion of their own species.
I think if you were to move him outside, you would have to get another rabbit as a companion. And obviously make sure that they have enough space, following the RWAF guidelines. I'm sure lots of other forum members will have ideas of what could be done.
