Rabbit eating fabric

We put down a fabric mat in my rabbits pen and he is starting to chew at it. Is it harmful for them to digest?
 
It isn't to be encouraged! I sometimes put duvet covers down indoors and the rabbits nibble them but only a little. If they were actually swallowing big pieces then I would remove it. Has your bunny got plenty of hay to keep him occupied?

Yes he has unlimited hay and 3 toys in his pen to keep him occupied
