Trouble with bonding.

I have already checked other threads to see if there is anything similar but haven't found any answers yet
I have 6 bunnies, 4 of which are in a bonded group but live in 2 pairs, and the other 2 are rescue buns who live separately, Bun and Pepper.
When previously trying to get them all bonded together, Pepper attacks all of the others, and all but one attacked Bun.

One thing we've noticed when trying to bond Bun and Pepper is that neither of them groom the other, they both want to be groomed but neither seem to know how to groom the other which I think might hinder the bonding process. Bun always goes closer to Pepper to be groomed but Pepper always bites her. Not really sure how to proceed with bonding anymore and any help would be so appreciated.

Are you trying to bond Bun and Pepper in a neutral area, where neither has been before?

Yeah we used the bathroom, and it worked for about ten minutes before Pepper started attacking. But yesterday, Bun started biting as well which we have never seen before.

Are they both males?
