You'll need some mesh fencing, at least 4ft tall. The trouble is finding it with the small holes required, most of the stuff in DIY shops has holes that rabbits can squeeze through, so you'll probably have to order it online.

I would recommend keeping a schedule. Pick him up at the same time every day, during a quiet time. And when you put him back down, give him a treat. If it's predictable they sometimes cope better.
Rabbits generally cope very well with staircases, if they can see well.
If they are lop eared, you should supervise them to begin with. Tried to adopt a lop eared rabbit to partner one of the girls, he was very confident but did slip a bit when going down the stairs.
Up eared rabbits were fine...
Rabbits will not wear socks or shoes, they will get freaked out by them and chew them off straight away.
Why do you want to go on walks with your rabbit? This is not a good idea for most rabbits.

They can chew it, certainly. They are very unlikely to eat it.
You might find it works. I've used PVC cornering to stop bunnies chewing the edges around the window.
