I drive past a place to and from work and from time to time they have had signs up saying 'young rabbits 4 sale' or 'kittens 4 sale' Recently they have been getting closer and closer together and are on a very busy road. I dont normally pass it at a reasonable time to call in and i dont feel confident enough to go on my own anyway What i was wondering is if there is someone who regulates pet breeders/sellers cos its definitely more than the odd accidental litter recently.. its constantly and at the moment.. both signs are up.:?

Unfortunately there is no one to regulate breeders or sellers, hence why backstreet breeders are so rife :(
If you were to go in and see the rabbits in poor conditions and the breeder was a BRC member you could report them to the BRC and they can be banned from the BRC - we all have code of conducts to adhere too: http://www.thebrc.org/codes.htm so if they are not meeting them you can complain.
Unfortunately the BRC can't ban them from keeping animals, purely from being a BRC member and being able to attend BRC shows, so if someone is just backstreet breeding i'm not sure this would actually discourage them.
I suspect the Cat Associations have something similar??

Unless the animals are being kept in poor conditions then they're not doing anything illegal.
If they were breeding large amounts in a residential area the council could get involved over a change of use issue.
They should also be declaring the income to the IR.

I *think* you only need a pet shop licence if you buy in animals to sell not if your selling the animals you've breed - but don't quote me on that :)

You might actually be on to something there Diddeen, I know some breeders have had problems with the council saying if they sell animals it must be a business and therefore they need a petshop license. One woman I know has got round this buy not selling the rabbits from her property, she meets people at shows or whatever. Or she makes the buyer sign a bit of paper saying she 'gave' them the rabbit and they give her a donation afterwards ;)

I know exactly who you mean, have never been there myself but someone told me its not good. NC council are very strict on their licensing so you might be able to get them on the pet shop license, thats how I got the chap on Holt road shut down ;)
