Avie trouble

I have sat down and made myself a new new siggy and avvie. The prob is, I've got the siggy but the avvie wont work. In photo bucket when I resized it to 70 x 70 pixels so it was in the guidlines of size the actual file size was still 36K, way above the 6k it says to have it at or bellow. So I went back and changed it to very low quality and the file only went down a couple of K to 32. So I thought maybe it was meant to say 60 on the profile page but it wont load. I need help. I've done avvies in the past that have worked but this one wont. It is saved as a jpg.

Its more the file size that's the problem.

When you save it, so you have an option to 'save for web'? This usually reduces the file size quite substantially.
