very sad. Did you let the RSPCA know also? May not be a crime but it may be something they could look into and try to help.

I called the sports centre to advise them what was happening on their property, they said they would check CCTV but may be worth a shot calling RSPCA, thanks

Its illegal if they don't have permission from the land owner.
Other than that it is a perfectly legal thing to do - many farmers use it to control rabbit population on/around their land & the hunters tend to make full use of the buns they catch/kill. Still very sad tho =[
