Bio-catolet litter - safe? Jelly stuff in it

I've been using this litter for a few weeks now - it is recycled paper-based litter, it is light, good for absorbancy and great for smell, which is good for deterring flies.

BUT - with the massive rain fall the last couple of days I've found out what happens when it gets wet - it isn't just wet paper litter, it's covered in an expanding clear gel. I've read the packet, it says it is made from cellulose paper granules. It also says it is suitable for small animals.

So is this something to be worried about, is it safe?
 
I do use this, but just for my cat, so not sure about anything smaller. It is very absorbent, and keeps the whiffs in. Not sure if a bun would chew it.
