Rabbit eats all her hay and goes half the day without hay

Those holders are just too small for the amount of hay bunnies really need. Heap it up for her each day - there should be a pile no smaller than the bun herself. If they're able to eat all of it in a day - there's not enough being provided. Mine have a huge pile in their bed to nest in, piles in two litter trays and a pile on their little Ikea bed too.

You can also put hay in their litter tray, they like to eat whilst they do their business
 
We have a 'cage' that is about 30cmx20cm that attaches to the side of shed, and we fill it twice a day - which they eat all of each time, but they also have a huge pile on their shelf, and 3 litter trays full, so they do have other hay to eat
