question about puppy pads

I thought I'd try some of these and bought a pack from poundstretcher. This might be a stupid question, but does anyone know which way up these are supposed to go? They're blue on one side with a slightly smaller, white, lightly quilted square on the other side. There are no instructions with them except 'durable top sheet allows moisture to pass through'. Which is the top sheet?

Blue goes to the bottom (underneath) and quilted goes facing up..

If you do a google image search for puppy pads you might be able to find the exact ones you've got. All the ones I can see have the smaller white quilted bit on the top.
