Sore hocks - outside bunny - don't know what to do

Sparkle has had sore hocks for a couple of months. I don't know how to help him. He went to vets a while back and she gave him some cream. He is a very scared bunny who doesn't like handling so it was not a success getting cream on him. Vet said to close off the aviary as it is decked and too hard a surface. I fill playhouse with straw and hay. But worry he never gets exercise due to saturated garden and no aviary. How long will it take for fur to grow? I thought he would only have to be shut in for a few weeks.

Will go vets again this week as he limps and walks a bit weird now.
 
We have rubber stable matting in our aviary. Absolutely amazing stuff!

Sore hocks can develop as a result of arthritis. Has the Vet considered this possibility ? If arthritis is involved then daily Metacam can help a lot.
 
The problem began when his feet got dirty as his mate pees and poos everywhere. A lot if his fur fell out when I was cleaning up his feet, I will see vet again, but suspect it is where his fur literally fell out.
 
Yes we do but rain has still been blowing in answer making it wet. But it is so easy to dry, quick sweep with a broom abduction rub down with a towel. Takes seconds :)
