Is a 6x2 ft hutch attached to a 6x4 ft run really enough?

We have a few stray feral cats in our area and one young one was spotted on top of the run, with its front feet in the open hutch. Luckily Lucky was in the garage snoozing under a table.
We scared it off but I don't want to ever let Lucky out of his setup when no one is outside in the garden supervising him, so is it fair to keep him in his setup until he's let out responsibly. Which might be one or twice a week compared to the 7/8 hours he used to have?

Unsupervised free range time is always a bad idea in my opinion. I would keep them in the set up they have unless you are with them, it's just a terrible situation waiting to happen otherwise.

Could you perhaps make a secure pen in your garden for them?
