Doesn't mean they are drinking it 
or that they are drinking more when they need to (such as if moulting)
You could try giving an additional bowl with something lacing the water, like maybe peppermint infusion, chamomile infusion, or if they have a favourite fresh food get creative and make that flavoured water.
