Puff of fur under my mini rexes neck

I noticed today that Jack, my 3 year old mini rex, has a puff of fur under his neck (I know there's a name for that but can't remember what it is). i thought just females or overweight rabbits got that? Anyone know why he would have that puff all the sudden?
 
Do you mean a dewlap? I'm not sure if it is normal in male rabbits, but my Bugsy is male and he has a large one. Maybe it is more obvious in older, heavier rabbits, though Bugsy is only about 2kg, he is about 5 years old, and I can't remember when I first noticed he had one!!

I suppose it could be the cooler weather, but he's never had it before, and the house never got below 20 or so degrees Celsius so it's not actually very cool.. He's at the perfect weight too. :?

It's very small, like cotton ball sized.
