two tier hutch

Hi, i have mum and her eight babies in the top part of a two tier hutch. The babies are 6 1/2 weeks old now, it is getting rather cramped in there and i was wondering would it be safe to open up the whole two tiers, put loads of soft stuff on the ladder and floor and allow them all to use the whole lot now?

Would it not be possible for you to give them more space? 8 babies and mum in a two tier hutch is not big enough, let alone them only being in 1 tier!
