Funny behaviour!

Hi, I'm new to this so I'm not sure I'm doing the right thing!
I've got a 5 year old Rex called Freddy. He's always been cheeky, a tad naughty (mainly eating the plants) and he's always had a funny character.
Lately, when I go outside to feed him in the mornings, he has been putting loads of hay in his mouth and keeps picking more and more up off the floor of his hutch until he can't fit anymore in his mouth! Is this normal? He's never done it before. I'd really like some opinions please!

Is he definately a he? Has he been neutered? It sounds very much like a hormonal female building a nest. Or I guess he could be building himself a nice nest if he's getting a bit cold. Have you heard of a snugglesafe?
 
Well, we thought it was something that females would do but he is definitely a male and has been neutered.
He only seems to do this when I go out there so maybe it could be a game.
I haven't heard of a snugglesafe, no. What is that then?
