Sugar having an xray !

Sugar has had runny eyes for about two months now,she has had two tear duct flushes,eye drops and oral antibiotics all to no avail.
I have asked the pdsa to do an xray and they have reluctantly agreed but they kept on about how risky it is and also how it would cost about £1000 for a tooth removal if it turns out to be that .
I still feel it needs to be ruled out or not although now I have been made to feel guilty about putting her at risk but also dont think its fair to leave her like she is :(
