Vetbed & sore hocks?

Would vetbed help sore hocks or possibly make it worse? One of my mini rexes is beginning with it and would prefer not to use deep hay as my group tend to just use it as a litter tray!
 
IME it can make things worse.
Cotton Sheets over Vetbed seems to be better but I think that deep soft hay is by far the best.
 
What about foam sheets with covers over them so they can't be chewed?
and do fleecy blankets help?
