What is the safest/cheapest form of bedding?

What about smell?

What do you mean? When you say bedding do you mean for the toilet area or litter tray? Bedding for rabbits should be hay or a mixture of hay and straw, if it is for the litter tray then you can use newspaper covered in a thick layer of hay, or megazorb and hay in a rack or on top for them to nibble or some use a safe bunny wooden pellet litter covered in hay or shavings covered in hay. All the options should provide hay and lots of it, if they are cleaned out every day or every other day they don't smell. Its only when people leave them to toilet in the same area for days they start to smell. Rabbits are actually very very clean animals and will use one area and like to be kept clean.
 
It's cheapest got direct from the farmer or from a farm shop. We pay £2.50 for a large bale of hay - same for straw. You'd get a tiny bag of that in P@H for that price. A bale does my 2 bunnies around a month.
