The male would have to be neutered at least 8 weeks before they met, but really it would depend on the personality of the female and how her hormones made her act.

I'm sure you also know of the health risks associated with unspayed does (about 80% get hormonal cancers), so spaying is a good thing to have done to save her from high risk of cancer and other uterine related problems.
 
Fluffy was 1yr and neutered when we introduced 11wk old female Miffy. She was spayed later at 4 months as per the RSPCA instructions as part of her rehome.

We were so lucky - they were straightforward to bond and went back in together the same day of the spay as they were pining through the cage bars at each other when we separated them after the op.

I think that it is fine as long as you have a plan for the spaying as per other posters' advice.
