Why Does He Do It?...

Latley, Fudge has been biting well more like tugging on to smudges fur on his back leg, smudge gets scared and runs and he continues to chase and pull his fur. He doesnt do this all the time normally around 5-6am but now hes starting to do it during the afteroon aswell does anyone know why?

How old are they? Are they both neutered/spayed?

This could be a dominance issue. Dawn and Dusk are the key times for behaviours like this because it is the time they are most awake. If it's getting worse currently then it may continue to get worse, although obviously it may settle.

Has anything changed in their world recently? New accommodation? Any new additions to the household?

They have both been neuetered, they have had a brand new cage like a month back and even before when they was in a hutch he still was doing this :S! Hes not nasty to smudge any other times he grooms him snuggles with him etc its just when he starts to do that!
