One of mine refuses it totally too but the other will eat anything!
Have you tried the following:
grate some carrot and mix some in with the hay
spray it with some of his favourite flavours
reduce amount of pellets fed (may be over feeding them)
hay cubes
toys to put hay in to encourage him to play with it e.g cardboard toilet roll bit stuffed with hay
Good luck, hope you have more success than me (some of these may work with yours).

My rabbits never used to eat much hay so I started giving them just hay during the day then everynight would bring them into the house for a run around and put their rabbit food into a treat ball and now they eat loads of hay.

what sort of hay are you offering him, and how much (in grams) of pelleted food is he having, and how much veg?

My rabbit was ill with GI stasis and when recovering he would not touch hay but he loved grass... and then he gradually begain to eat hay again after having both grass and hay in his cage.
You could try mixing up fresh grass and hay or maybe putting yummier things in with the hay to get him to eat it?

I would recommend ordering a sample pack from the hay experts, it will come with 5 different types of hay, there may be some there that your bunny will like....sometimes 'normal' hay isnt the most appealing.
