Pet shop licencing

Hi i was just wondering if someone could clear this up for me, i am all confused writing dissertaion

Pet shop licencing is goverened by the local council.....but who is responsible for making the original recomendations.....DEFRA?....is it now goverend under the new animal welfare act 2006, under care of duty for animal or still under pet animals act 1951...or both
