Neuter now or wait?

I took my frenchies to the vet for their vaccinations the other day and asked about having them neutered. The vet is happy to spey my girl now and even though my boy’s plums still haven’t dropped he has suggested castrating him anyway. The vet thinks it’s likely that they are there and will drop when he’s anesthetised as he acts and smells like a mature buck.
I’m undecided if I should follow his advice or wait and see if they appear.
I want to put them back together as soon as possible but would hate him to have to undergo the larger operation needlessly.

At what age would you decide to neuter a buck even if his bits hadn’t dropped?
Should I neuter him now or wait and see what happens?
 
Because they are frenchies, they take longer to mature. I would personally wait as I wouldn't want to put him under the larger op as you have said. If he doesn't drop within the next few weeks, reconsider.
 
I am still in two minds. Although my gut instinct is to wait. My vet really believes they are there, but I've never seen them.

I have booked in my girlie for next week and have till friday morning to say if I want my boy done at the same time.
