Lucifer has been spayed now for 2 or three months and her tummy fur still hasn't totally grown back...will it always be like this; should it have grown back by now? What might have stopped it?!

We had Tinkerbell and Sooty spayed within a week of each other and Sooty's fur took about 6 months to even begin to grow back whereas Tinkerbells started growing back within a few weeks.
The vet said both growth rates were perfectly normal.

Rabbits hair doesn't grow continually they moult twice a year so the time to grow back can depend when in the year it was done. It will grow back eventually :)

When Smudge had all her underside shaved for her spay and wound surgery, it took about 10 months in total till you couldn't see any skin

Yeah, my girls were spayed in December and haven't grown any fur back. Relief now that I know it's normal.
